On November 25 and 26, 2025, the project “Innovation Regions for a Just Energy Transition” – IKI JET of the German Development Cooperation – GIZ, funded by the Federal Ministry for the Environment, Climate Protection, Nature Conservation and Nuclear Safety – BMUKN conducted a mission in La Guajira.
During this visit, a meeting was held between the Government of La Guajira, the Ministry of Mines and Energy and the indigenous communities of Zulirán and Los Cabritos. In this space, the Life Plans that the communities have built with the support of the IKI JET project were socialized before the Secretary of Government of La Guajira, the Secretary of Economic Development and representatives of the Ministry of Mines and Energy. The next step is the formal delivery and filing of the Life Plans with the Planning Secretariat of La Guajira and the Ministry of the Interior.
This project team, together with other organizations, visited the Association of Artisanal Fishermen of Dibulla – ASOPAMUDI to support the creation of their energy community, as part of the process of just energy transition in the coal regions of La Guajira.
The meeting was attended by the Ministry of Mines and Energy, Corpoguajira, Promigas Foundation, Transforma and GIZ; in order to articulate the different actors to work together in the construction of a cooperation framework that promotes the inclusive design and future implementation of the ASOPAMUDI energy community. It also seeks to strengthen the fishermen’s value chain and contribute to the development of the local economy.
During the event, two memorandums of understanding were signed (one between GIZ and Fundación Promigas; and the other between GIZ and Corpoguajira), as well as an agreement of wills between ASOPAMUDI, Transforma and Corpoguajira. These agreements ratify the joint commitment of the different actors to the development of inclusive energy models that promote resilience, equity and sustainability in La Guajira, and that can be replicated and scaled up in other regions of the country.
