This report presents a multi-criteria and multi-stakeholder tool to prioritize the implementation of energy communities in Colombia, integrating technical, social, environmental, economic and legislative criteria in a comprehensive and strategic approach.

The document presents a prioritization tool designed to guide the implementation of energy communities in Colombia through a multi-criteria and multi-actor approach. It integrates the evaluation of energy potential developed in a previous phase with social, environmental, economic, legislative and technical criteria, allowing the selection of communities with greater opportunities for sustainable and strategic projects. It uses a system of indicators with a weighted score, adapted both to the characteristics of each community and to the evaluator’s priorities. This methodology seeks to maximize social, environmental and economic benefits, ensuring consistency with national energy transition goals and the roadmap to a just transition. The tool is designed to support informed and participatory decisions, promoting inclusive and sustainable energy development.
