This report presents the roadmap for developing energy communities in Colombia, inspired by international experiences and adapted to the local context, in order to drive an inclusive and sustainable energy transition.
The document presents a comprehensive proposal to promote energy communities in Colombia, considering regulatory, technical and social dimensions. It includes the review of current regulations, the identification of territories with high potential, the typology of energy communities and mechanisms for citizen participation. Based on successful international experiences and adapted to local conditions, this roadmap seeks to expand access to energy in vulnerable regions, strengthen social cohesion and boost regional economic development. It also promotes practices that reduce the environmental footprint of the energy sector, favoring a decentralized and participatory model. The proposal is aimed at authorities, communities and actors in the sector, offering clear guidelines for building projects that combine environmental sustainability, social inclusion and lasting economic benefits.
