Analysis of global experiences (Germany, Chile, Spain) in public policy for energy communities. National panorama: PPPs (including “popular” PND), regulatory development of community energy projects and Colombian commercial associative figures for their implementation.
Throughout this document the results of the analysis are presented, firstly, on some global experiences of energy communities in public policy, this, limited to Germany, Chile and Spain, and followed by the national panorama starting from the study of the legal figure of Public-Private Partnership “PPP” and the new forms of PPP contemplated in the current National Development Plan that directly involve the communities under the term “popular”; Also, regarding the development of energy projects with emphasis on energy communities and the progress of its regulatory development; likewise, the same was done regarding the associative figures in the framework of commercial law in Colombia that would be adapted to the dynamics that require the implementation of energy communities, among others.
