The Transformative Climate Finance – Shifting Financial Flows and Private Sector Mobilization (TCF) and Interfaz IKI projects , implemented by GIZ, jointly supported the development of an integrated approach to structuring and financing Energy Communities in Colombia, in coordination with the Ministry of Mines and Energy.

This report covers Phase 1 of the country-level implementation of the TCF program in Colombia (energy communities) and presents a technical assessment of the status of the structuring, implementation, and financing of energy communities globally and in Colombia. The assessment identifies patterns, enabling conditions, and critical gaps that determine sustainability and scalability in the country, and translates them into criteria applicable to subsequent design phases.
2. Technical Guide: Financial Model
This document outlines the structure of the financial model for energy communities, designed as a tool to support the technical, economic, and organizational structuring of such initiatives within the framework of projects aimed at promoting a just energy transition in rural and semi-urban areas. The model has been developed to support processes in which organized communities, public entities, energy sector stakeholders, and funders collaborate to implement collective energy generation and use schemes, in line with the current regulatory framework and territorial development objectives.

5. Financing Instrument
This document presents a replicable financial instrument for Energy Communities in Colombia based on the Climate and Financial Transition (CFT) approach. The instrument is designed based on a structural assessment that emerges consistently throughout the financial analysis: the main barrier to scaling up Energy Communities is not an absolute shortage of capital, but rather the lack of a financing structure capable of aligning initial investment needs, the gradual generation of cash flow, and the institutional characteristics of community projects.

The document systematizes the key lessons learned from the process of structuring and conducting financial analysis of Energy Communities in Colombia, identifying structural barriers, enabling conditions, and opportunities for institutional and financial transformation that will strengthen this ecosystem and consolidate its potential for scaling up.
